Dr Isaac Bampoe Addo rose from National Treasurer of the Civil Servants Association to Executive Secretary of CLOGSAG in early 2011, a post he held until his passing on August 21, 2026. Over fifteen years at the helm, he transformed CLOGSAG from an organisation focused chiefly on salaries into one with substantial pension, investment, lending, welfare and housing programmes for its members.
He championed the migration of CLOGSAG members onto the Single Spine Salary Structure, established a pension fund in 2011, and led the fight for the Neutrality Allowance following a three-week nationwide strike. He also served as Chairman of the Forum of Public Sector Unions and represented civil servants on Ghana's Civil Service Council.
Led CLOGSAG's transition onto the Single Spine Salary Structure within months of taking office, backed by disciplined negotiation.
Helped turn CLOGSAG into an asset-owning institution with the inauguration of the 140-room Pempamsie Hotel in Cape Coast in 2013.
Established a pension fund in 2011 to strengthen retirement support for CLOGSAG members.
Introduced Instant and Welfare Loan facilities, giving members fast access to credit for emergencies beyond their monthly salary.
Secured the transfer of outstanding Tier-2 pension contributions after a six-year national dispute.
A voluntary personal pension scheme launched in 2020 for all Civil and Local Government staff, helping members save beyond the mandatory pension to supplement their retirement emoluments.
Launched a pension-backed mortgage programme in 2023, helping members build or complete their primary residences.
Won the Neutrality Allowance for politically restricted civil and local government staff after sustained advocacy in 2022.
